On January 23, 2023, the opening ceremony of the Islamic Art Biennale was held for the first time in Jeddah, Saudi Arabia.

The Azerbaijani pavilion at the Islamic Arts Biennale showcases a selection of artifacts from the Islamic Art collection of the National Art Museum of Azerbaijan. The pavilion features a plethora of valuable exhibits reflecting the ancient history and rich culture of Azerbaijan, which are part of the museum's collection. These include pieces of pottery, carpets, and artistic metal art, including a rare collection of miniatures dating back to the 17th and 18th centuries. Additionally, on display are Ayuki's poem "Varga and Gulshah," the only complete manuscript from the 13th century, and the multimedia installation "Varga and Gulshah: The Return," inspired by the illustrations of artist Abdulmomin Muhammad al-Khoyi.

The Islamic Arts Biennale will continue until April 23 this year.

The creative and aesthetic expression of the past, present, and future of Islamic art is organized at the Hajj Terminal of King Abdulaziz International Airport in an area of 70,000 square meters.

Exhibition pavilions reflecting the richness of Islamic art and the spiritual and artistic connection among the Muslims of the world are presented by Dar al-Athar al-Islamiyyah (Kuwait), the Cairo Museum of Islamic Art (Egypt), the Benaki Museum (Greece), the National Museum of the Sultanate of Oman, the King Abdulaziz Center for World Culture (Saudi Arabia), the National Heritage Institute (Tunisia), the National Library of Qatar, the Ahmed Baba Institute of Higher Education and Islamic Research (Mali), the Al-Haramain Foundation (Saudi Arabia), and other museums and organizations as part of the biennial dedicated to the theme "First Home".

Cultural institutions were inspected in Aghstafa, Gazakh, Tovuz, and ShamkirA delegation from the Ministry of Culture, led by the First Deputy Minister of Culture and Acting Minister of Culture Adil Karimli, visited Aghstafa, Gazakh, Tovuz, and Shamkir on March 11 to evaluate the working conditions and technical resources of cultural establishments operating in the districts. The delegation inspected several establishments, including the Heydar Aliyev Center, the City Children’s Music School named after Huseyn Arif, the State Art Gallery, the Centralized Library System (CLS), the Museum of History and Local Studies, and the Culture Center in Aghstafa district. Additionally, the Folklore Club No. 1 of the District Culture Center, Library Branch No. 2 of Daghkasaman Village, and Village House of Culture were examined. During the visit to the Gazakh district, the delegation examined the Heydar Aliyev Center, Literary Museum, Museum of History and Local Studies, CLS, Culture Center, Gazakh State Drama Theater, State Art Gallery, Israfil Agha Bath, and several other cultural establishments in the region. The delegation visited the Gazakh Center of the ADA University, housed in the historical building of the Gazakh Teachers' Seminary. During the visit, they were introduced to the educational institution's activities and the conditions provided in the complex. Moreover, a visit was paid to the “Avey“ State Historical and Cultural Reserve and its Damjili branch located in Dash Salahli village. The region is known for its ancient Damjili cave site of significant global importance and numerous caverns. In 1953–1957, the archeologist M. Huseynov conducted the first-ever archeological excavations in the area, discovering about 30 caves from the Stone Age period and around two thousand tools on Avey Mountain. Under a memorandum signed in 2015 between the Tokyo University Museum of Japan, the current Institute of Archaeology, Ethnography, and Anthropology of ANAS, and the Avey“ Reserve, the Japanese and Azerbaijani experts continue archeological research in the area. As part of its visit to Tovuz district, the delegation viewed the Azerbaijan State Ashig Art Museum, the first of its kind worldwide. Valuable exhibits, showcasing the history and current state of Azerbaijani ashig art, are housed in the modern museum, which was established under the direction of President Ilham Aliyev and put into operation with his participation. Tovuz State Art Gallery, District Museum of History and Local Studies, CLS and No. 1 Govlar City Library Branch, Heydar Aliyev Center, Ashig Akbar Jafarov Regional Culture Center, Folklore Houses of Govlar city and Duz Girigli village, the Children's Music School named after Ashig Asad Rzayev, and the Children's Music School of Govlar city were among the institutions visited by the delegation. It was emphasized that successful cooperation between educational art institutions and cultural establishments is necessary, and effective joint activities must be organized as well. The delegation also examined the modernized Tovuz District Culture House, named after Nizami Ganjavi, which was renovated under the direction of the President and now meets contemporary standards. The importance of evaluating and promoting their abilities was emphasized. The National Mugham Contest is launchedNext National Mugham Contest is launched following the initiative of the Heydar Aliyev Foundation. Hearings on draft law on Intangible Cultural HeritageOn February 28, the Committee on Culture of Milli Majlis, the Ministry of Culture, and the Intellectual Property Agency jointly participated in public hearings of the draft law on Intangible Cultural Heritage. Ganira Pashayeva, the chairperson of the Committee on Culture, welcomed the attendees and emphasized that the Azerbaijani people have a rich cultural heritage and the preservation and promotion of intangible and tangible cultural heritage have a special place in the cultural policy of the state. However, given the ongoing discussions and documents adopted by UNESCO on the protection of intangible cultural heritage in recent years, it is necessary to enhance the national legislation in this area. Following this, Ganira Pashayeva emphasized the significance of the draft Law on Intangible Cultural Heritage, which was put forward for discussion. She pointed out that the primary objective of the new draft law is to regulate relationships in the areas of creation, discovery, collection, research, promotion, use, and protection of intangible cultural heritage in the country. It was reported that the submitted preliminary draft comprises 4 chapters and 14 articles. The document explains a number of specific concepts, the categories of intangible cultural heritage, the scope of the law, and current legislation in the field of intangible cultural heritage. The draft also defines the goals, main directions, tasks of the state, and the mechanisms for regulating intangible cultural heritage. The document covers various aspects, including the creation of the State Register of Intangible Cultural Heritage Samples and its digital maintenance, guidelines for using samples of intangible cultural heritage, the use of names pertaining to Azerbaijan's intangible cultural heritage included in UNESCO's Representative List of Intangible Cultural Heritage, and the List of Intangible Cultural Heritage in Need of Urgent Safeguarding, funding for preserving intangible cultural heritage, and international collaboration. During the event, the First Deputy Minister of Culture and Acting Minister of Culture, Adil Karimli, stated that the draft law covered the priority areas of state cultural policy. He spoke about the need to protect and preserve cultural heritage, establish legal frameworks, and improve the legislative base in the sphere of culture. He also highlighted the current situation in the field of culture, including the legislative framework, infrastructure, human capacity, and other issues. The Honored Artist Aghasaleh Nuriyev diedThe honored artist Aghasaleh Nuriyev died on February 23 at the age of 83. Aghasaleh Mammadhuseyin oghlu Nuriyev was born on March 28, 1940, in Baku. The festival will comprise three stages, and professionals (those enrolled in relevant educational programs in relevant educational institutions) and amateurs (those engaged in mastering this field in various courses, clubs, or individually) aged 6–17 years will compete in three age groups (6–9 years old, 10–13 years old, and 14–17 years old). Order of the Cabinet of Ministers on the Approval of the Action Plan related to the Declaration of Shusha as the Cultural Capital of the Turkic World in 2023To ensure the implementation of Part 1 of Order No. 3632 of the President of the Republic of Azerbaijan of December 6, 2022, on Measures Related to the Declaration of Shusha as the Cultural Capital of the Turkic World in 2023: 1. The attached Action Plan related to the Declaration of Shusha as the Cultural Capital of the Turkic World in 2023 is hereby approved. 2.
