The Ministry of Culture launches the competitive procurement of publications in order to supplement the book collections of the libraries under its supervision.
In order to ensure transparency, efficiency, and objectivity, the competition will be conducted by the Commission for the Preparation of the Publication Plan and the Procurement of Publishing Products.
Participants must submit their publications to the Commission no later than August 24, 2023. Submissions after the deadline won"t be considered. If the price is not specified in the publication information, it will be determined based on current market conditions, technical features, and print quality. Publications that are defective in content or printing or have a total print run of less than 300
copies (less than 300 for each volume in multi-volume publications) won't be accepted for procurement.
Rules of participation
Publishers, publishing houses, printing houses, other legal entities, and authors (copyright holders) operating in the Republic of Azerbaijan are eligible to participate in the contest. Authors (copyright holders) must either have a tax identification number or submit their copyrighted publications through their publishing house.
Participants should submit their application to the Commission along with two copies of the publication(s) to be procured to the National Library of Azerbaijan.
Only publications published within the last two years on the following topics will be considered for the competition:
Publications about the national leader Heydar Aliyev on the occasion of his 100th birthday;
Scientific and popular scientific literature (natural sciences (chemistry, physics, mechanics, geography, biology, astronomy, etc.), social sciences (history, law, philosophy, psychology, economics, linguistics, political science, anthropology, ethics, etc.), technical (applied) sciences (computer science, artificial intelligence, agriculture, ecology, etc.);
Children's literature;
Publications on national customs and traditions, holidays, historical symbols, and toponyms;
Publications on Azerbaijani ethnography and national-cultural heritage;
Publications with high content related to the Patriotic War;
Studies and memoirs of prominent literary, artistic, and public figures
Procedures for procuring publications
The Commission will review the submitted publications within one month after the end of the competition and make a final list of publications to be purchased. The procurement of the selected publications shall be carried out in accordance with the Law of the Azerbaijan Republic"On State Procurement". Sample copies of the competition submissions will not be returned and will be
transferred to the National Library of Azerbaijan.
