Moscow Film Week was organized by the Creative Industries Agency of the Russian Federation from August 23 to 28.

Among the countries participating in the event were the USA, Turkiye, India, China, South Korea, Kazakhstan, Uzbekistan, UAE, and others.

The project provides a convenient platform for establishing contacts between the international professional film community and key figures of the Russian film industry.

During Moscow Film Week, Rashad Azizov, Head of the Department of Creative Industries and Digital Development, represented the Ministry of Culture of the Republic of Azerbaijan at the Moscow Film Week. He took part in the panel discussions on "Creative Economy" and emphasized in his speech that Azerbaijan pays special attention to the strategic development of Cultural and Creative Industries (CCI) through grants and educational programs. He mentioned that grant and educational programs and activities of the Creative Center in support of young start-ups are aimed at strengthening the CCI sector of the country and raising its global standing. During the event, he also met with representatives of the creative industries of various countries.

During the first Moscow Film Week, participants had the opportunity to learn about leading projects in the creative sector from various countries. Participants included the representatives of international film commissions, film industry executives, and experts from 25 countries.

Minister of Culture Meets with the Winners of the Film Project CompetitionOn November 6, at the State Film Fund, Minister of Culture Adil Karimli met with representatives of the companies that won the film project competition organized by the Cinema Agency of the Republic of Azerbaijan (ARKA) and the post-production support competition. In the meeting, attended by officials from the Ministry of Culture, ARKA, and well-known film personalities, the agency’s competition for film projects to be produced in 2023-2024, the post-production support competition, and the current status of other supported films were thoroughly discussed, and the concerns of directors and producers were heard. Minister of Culture Adil Karimli provided information about the activity of ARKA and noted that the main goal of the institution is to create a favorable ecosystem for film producers. He mentioned that the pitching phase of the works included in the competition of film projects announced by ARKA last year has been completed. During this phase, the projects were evaluated by the members of the Selection Committee and the representatives of the Council of Experts established by the Ministry of Culture to evaluate the content of cinematographic, digital, and other audiovisual works. As a result of the competition, more than 40 films were released for production. The Minister noted that our country was successfully represented in international film competitions in 2023-2024 and said, “This is encouraging and makes us happy. However, the results are still not satisfactory for us, and probably for you as well, because there is a lot of potential in this field that we should use. That is why it is important to discuss the challenges and infrastructure issues that arise during filming. The topics of the proposals included the creation of commercial and animated films, funding sources for film production, a unified government procurement contract, the development of film criticism, tax incentives for the film sector, greater involvement of mid-career directors, the revitalization of documentary studios, the support for sports films, the financing of TV films, etc. In response to the issues raised, the Minister stated that any opinion or suggestion that would contribute to the overall development of cinema would be considered. Various opinions, including critical feedback, were expressed at the meeting regarding the shortage of personnel in the cinema industry and the problems of film dubbing, with emphasis on the gaps in these areas. The Minister stated that the shortage of personnel is evident in many areas of culture. He added that the Ministry of Culture attaches great importance to the training of cinema professionals and is working closely with the Ministry of Science and Education to address this issue. It was noted that the Ministry of Culture has launched the “Special Scholarship Program for Culture and Creative Industries“ as part of the “Socio-Economic Development Strategy of the Republic of Azerbaijan 2022-2026,“ approved by the order of President Ilham Aliyev on July 22, 2022. Natural and Cultural Heritage of AzerbaijanThis project, dedicated to the natural and cultural heritage of Azerbaijan, was developed by the Ministry of Culture as part of the COP 29 events. Its purpose is to emphasize the interaction between nature and culture and to reflect the interrelated development of nature and culture through years, generations, and centuries. In the music that accompanies the images, natural sounds—such as water flowing, birds chirping, and a bird humming—are reproduced by the human voice; the sad sound of rain and the fearful rumble of thunder are replaced by the rhythms of Gobustan stones and naghara; and the whistling wind is represented by mugham fragments played on the tar. The four elements of nature—water, fire, air and soil —are portrayed through the harmony of image and music. The project was filmed in various regions of Azerbaijan, such as Guba, Gusar, Gadabey, Shamakhi, Ismayilli, Lankaran, Nakhchivan, Shusha, Jabrayil, and Aghdam, historical monuments, and mysterious and unique natural landscapes. Ateshgah, Yanardagh, Icherisheher, Gobustan, Basgal, Lahij, and other natural reserves are presented in the video. The richness and diversity of Azerbaijan's flora and fauna are depicted through examples of ancient craftsmanship, including stone inscriptions, carpets, and paintings, emphasizing the close relationship between nature and culture. On November 3, the second day of the fair, the book 'Standing with You, Türkiye' was presented. Poet Salim Babullaoghlu, the secretary of the Union of Azerbaijani Writers and moderator of the event, provided details about the publication. Presentation Held on Progress within the 'e-Culture' Digital Management ModelOn October 31, a presentation on the progress achieved within the “e-Culture“ digital management model by the Ministry of Culture took place at the Heydar Aliyev Center. The improvement of quality in the cultural sector is closely linked to the training of personnel. To make progress in this area, it's important to understand the interests and views of young people in their chosen fields. Despite the rapid innovations and developments in artificial intelligence in our era, the cultural sector is entirely dependent on the human factor—talented, skilled, and qualified personnel. The Ministry of Culture has prioritized the development of human potential in cultural and creative industries. The first 20 students will receive support for their bachelor and master studies abroad. Talking about the development of the cinema industry, the Minister said that last year, in cooperation with the Azerbaijan Cinema Agency (ARKA), a competition was organized for film projects to be produced with state support and order. He noted that more than 40 films were completed as a result of this competition. In addition, the ministry plans to support student film productions. Cultural and Creative Industries Scholarship to Support the First 20 BeneficiariesIn our country, it is important for young people to study in prestigious universities abroad and to participate in various training courses and international experience programs. In this context, the Strategy of Socio-Economic Development of the Republic of Azerbaijan for 2022-2026, approved by the order of President Ilham Aliyev on July 22, 2022, is of special importance. 516-year-old decree of Shah Ismail Khatai PresentedOn October 15, the decree dating back to 1508 of Shah Ismayil Khatai, the founder of the Safavid state and famous poet, was presented at the National Museum of History of Azerbaijan. Minister of Culture Visits the State Puppet Theater of AzerbaijanOn October 10, Minister of Culture Adil Karimli visited the Azerbaijan State Puppet Theater, where he met and talked with the team. Meeting with Euronews Delegation Held at Ministry of CultureOn October 10, a meeting was held at the Ministry of Culture with a delegation led by Pedro David, founder of the investment company of the Euronews channel. Shusha and Aghdam Monuments Added to ICESCO's Tentative List of Islamic World HeritageAs reported earlier, Shusha, designated as the Cultural Capital of the Islamic World for 2024, hosted the 12th meeting of Islamic World Heritage Committee of ICESCO on October 8-9. The meeting resumed on October 9. During the third session, various nominations for the Islamic World Heritage List were reviewed. The proposal of the Ministry of Culture of the Republic of Azerbaijan to nominate the “Shusha Historical-Architectural Reserve“ and the “Aghdam Building Complex and Juma Mosque“ for inclusion in the ICESCO Tentative List of Islamic World Heritage was discussed. First, the Islamic World Heritage Committee of ICESCO listened to Rizvan Bayramov, an expert representing our country in the Committee. Later, Araz Baghirli, Head of the Division for Cooperation with International Organizations of the Ministry of Culture, gave a presentation titled “Pearls of Aghdam.“ The presentation highlighted four key phases of the cultural heritage of Aghdam: the creation phase related to the Karabakh Khanate and the 19th century, the expansion of cultural institutions until 1993, the period of occupation and culturicide from 1993 to 2020, and the cultural revival after 2020. The participants saw photos reflecting the condition of symbolic monuments such as the Imarat Complex, Juma Mosque, Aghdam State Drama Theater, Bread Museum, and Tea House in different periods. During the meeting, it was emphasized that Azerbaijan's experience in the restoration of cultural heritage serves as a unique model for revitalization of post-conflict areas all over the world. The 12th session of the Committee in Shusha was of special importance for our country. After discussions, the Committee members decided to include “Shusha Historical and Architectural Reserve“ and “Aghdam Imarat Complex and Juma Mosque“ in the Tentative List of Islamic World Heritage. This step serves as a basis for their possible inclusion in the Islamic World Heritage List in the coming years. Islamic World Heritage Committee Holds Its 12th Meeting in ShushaShusha, the cultural capital of the Islamic world, is hosting the 12th meeting of ICESCO's Islamic World Heritage Committee. Participants who visited Shusha for the event were taken on a tour of cultural heritage sites. Aydin Karimov, Special Representative of the President of the Republic of Azerbaijan, delivered the opening speech at the meeting, which began on October 8, welcoming the guests to Shusha and wishing the Committee success. Then the address of ICESCO Director General Salim bin Mohammed Almalik was read out to the participants of the event. International Animation Festival of the Turkic World Takes PlaceThe International Animation Festival of the Turkic World (ATA Festival) was held as part of “Baku Cinema Breeze“ (BCB), organized by the Ministry of Culture of the Republic of Azerbaijan and supported by the Cinema Agency of the Republic of Azerbaijan.
