Guided by Item 32 of Article 109 of the Constitution of the Republic of Azerbaijan, I hereby order:

1. The regional culture departments listed below shall be established on the basis of regional culture departments included in the structure of the Ministry of Culture of the Republic of Azerbaijan (Sumgayit Regional Culture Department, Khachmaz Regional Culture Department, Ismayilli Regional Culture Department, Shaki Regional Culture Department, Kurdamir Regional Culture Department, Aghstafa Regional Culture Department, Shamkir Regional Culture Department, Ganja Regional Culture Department, Barda Regional Culture Department, Aghjabadi Regional Culture Department, Aghdash Regional Culture Department, Sabirabad Regional Culture Department, Bilasuvar Regional Culture Department, Masalli Regional Culture Department and Lankaran Regional Culture Department) in accordance with the division of the economic regions of the Republic of Azerbaijan as delineated in paragraphs 1.3-1.14 of the Decree of the President of the Republic No. 1386 of July 7, 2021 on the New Division of Economic Regions in the Republic of Azerbaijan:

2. Part 2 of Order No. 1932 dated March 29, 2016, "On Improving the Structure of the Ministry of Culture of the Republic of Azerbaijan" (published in the Legislative Collection of the Republic of Azerbaijan in 2016, No. 3, Article 572; 2021, No. 1, Article 79) shall be annulled.

3. The Cabinet of Ministers of the Republic of Azerbaijan shall resolve any issues arising from the implementation of this Order.

Citizens' concerns were heard in GobustanAccording to the schedule for receiving citizens in cities and regions by heads of central executive power bodies and other administrative institutions, Minister of Culture of the Republic of Azerbaijan Adil Karimli held a meeting with citizens in Gobustan district on May 22. International Mugham Festival to present various concert programsThe upcoming VI International Mugham Festival “World of Mugham“ will take place from June 18 to 25. The winners of the National Mugham Competition, which took place from April 24 to 27, will represent our country at the festival organized by the Heydar Aliyev Foundation and the Ministry of Culture, with the support of the Ministry of Science and Education and the Azerbaijan National Conservatory. International performers can register until May 20 to take part in the festival. As part of the festival, a series of concerts will be organized in Baku, Aghjabadi, and Shusha. The music festival kicks off on June 18 with performances by People's Artist Alim Gasimov at the Heydar Aliyev Palace, People's Artist Anvar Sadigov, and Honored Artist Emil Afrasiyab at the National Conservatory. In recent years, significant efforts have been undertaken to safeguard and promote mugham in Azerbaijan. Thanks to the support of the First Vice-President of Azerbaijan, Mehriban Aliyeva, towards our national culture and the dedicated initiatives in this field, Azerbaijani mughams were included in UNESCO's Representative List of the Intangible Cultural Heritage of Humanity in 2008. Today, Shusha and the entire Karabakh are experiencing a chapter of renaissance. Despite the short time that has elapsed since the victory, intensive efforts are underway, under the direct guidance of President of the Republic of Azerbaijan Ilham Aliyev, to comprehensively restore and reconstruct the devastated forests, cities, villages, historical and cultural monuments, and the entire residential infrastructure within a short timeframe. Shusha's historical and cultural essence is being revived, and cultural life is returning to the city. The Heydar Aliyev Foundation, led by Azerbaijan's First Vice-President, Mehriban Aliyeva, organizes a wide range of local and international cultural events in Shusha. According to the decision, a city from the Turkic world is selected each year to be declared the “capital of culture. So far, cities like Astana (2012, Kazakhstan), Eskishehir (2013, Turkiye), Kazan (2014, Tatarstan, Russia), Merv (2015, Turkmenistan), Shaki (2016, Azerbaijan), Turkestan (2017, Kazakhstan), Kastamonu (2018, Turkiye), Osh (2019, Kyrgyzstan), Khiva (2020, Uzbekistan), and Bursa (2022, Turkey) have been honored as the “cultural capital of the Turkic world.“ Shusha is the 11th city in the Turkic world to undertake this important role. ..
